School Committee votes to eliminate tuition for Full-Day Kindergarten

Dear APS Community, 

At our December 19, 2019 meeting, the School Committee voted to eliminate tuition for full-day kindergarten (FDK) beginning next school year (2020/21). This is a significant milestone for our community, and comes after years of collaborative work between the School Committee, administration, Andover educators, and parents.

We are pleased the tuition-free FDK plan comes at no additional cost to Andover taxpayers, and instead leverages the Massachusetts Chapter 70 funding model to bring increased state aid to Andover. With potential tuition revenue now roughly equivalent to expected state aid revenue, it no longer makes financial or common sense for Andover to charge for kindergarten tuition.

This year, Andover is among a relatively small number of Massachusetts communities that charge for full-day kindergarten. Participation rate in Andover FDK has risen to approximately 93% of our kindergarten students, and less than 25 students across the district are enrolled in half-day kindergarten for the current 2019/20 school year.

It is in the educational best interest of our students to provide a full day of kindergarten, and it is in the best interest of our families and community to do so without additional cost.
